photo use fee for buildings?

I read somewhere that if I take a photo of a landmark building owned by a
private company, I would need to pay a license fee to use/publish it.

Does that license fee still apply if I draw instead of photograph the
building?

Depends on the type of use -- advertising, editorial, documentation,
fine art, etc. -- but generally, no. Most of the time, if the use is for
advertising or publication in a textbook or encyclopedia, a use fee or, at
least, permission is required.
